ICLG Fintech Laws and Regulations 2026
Shearn Delamore & Co. is pleased to share that our Partners, Timothy Siaw and Krystle Lui, alongside Senior Associate Hon Yee Neng, have contributed to the Malaysian chapter of ICLG - Fintech Laws and Regulations 2026, which is set out as Chapter 18.
The chapter provides an overview of Malaysia’s regulatory landscape for financial technology, focusing on five key areas:
- The Fintech Landscape: Market developments, regional payment linkages and emerging trends in digital banking and tokenisation.
- Funding for Fintech: Available equity and debt funding mechanisms, alongside government and regulatory initiatives supporting MSMEs and startups.
- Fintech Regulation: Primary regulatory frameworks under Bank Negara Malaysia (BNM) and the Securities Commission Malaysia (SC), including Digital Asset Exchange (DAX) guidelines, digital asset innovation and sandbox initiatives.
- Other Regulatory Regimes/Non-Financial Regulation: Non-financial regulatory considerations, including data protection, intellectual property and cybersecurity.
- Technology: Key legal and compliance requirements surrounding artificial intelligence, digital assets and cross-border tech integration.
